North Korea Trade with China Rises Despite Sanctions

Beijing has repeatedly proposed negotiations on the basis that North Korea freezes its nuclear and missile tests in return for the US and South Korea halting their large-scale joint military exercises.

The U.S. measures would initially hit Chinese entities considered "low-hanging fruit", including smaller financial institutions and "shell" companies linked to North Korea's nuclear and missile programs, said one of the officials, while declining to name the targets.

"It has become feasible to respond effectively to North Korean drones", the South Korean agency said.

The decline follows China's decision in February to ban all imports of North Korean coal.

The European Union on Monday considered tougher sanctions on North Korea over its first intercontinental ballistic missile test to prevent the isolated country from funding further nuclear weapons development.

Details of the United States resolution have not been released but Haley indicated to the UN Security Council last week that it would include a ban on oil exports to North Korea and on North Koreans working overseas.

North Korea's state-run daily Rodong Sinmun on Saturday published an article branding the South Korean president's offer of cross-border rapprochement as misleading.

China's overall imports from North Korea fell 13% compared to the first half of 2016, said Huang Songping, a spokesman for China's customs department.

If realised, they would be the first in two years. It would leave larger Chinese banks untouched for now, the official said.

Huang said month-on-month figures showed an even sharper decline.

The U.S. government is looking for the appropriate response to recent North Korean missile tests.

North Korean leader Kim Jong Un said he would never negotiate his weapons programs unless the USA abandons its hostile policy toward his country.
