Seoul Seeks New Talks With North Korea, Hoping To Tamp Down Tensions

Even though South Korea has continued to participate in US -led military drills, a recent statement from Moon Chung-in, a major adviser to the South Korean presidential administration, calling for downsized military exercises has captured the attention of Russian policymakers. In 1986, 35 governments, including those of North Atlantic Treaty Organisation and Warsaw Pact members, meeting in Stockholm, pledged to observe a set of such measures that included announcing military exercises and troop movements in Europe ahead of time and accepting mandatory on-site inspection.
