Vice President Mike Pence and other administration officials sought to allay these fears on Friday and Saturday by arguing that the health-care bill shores up Medicaid's finances to preserve the program for the future.

Both Republican and Democratic critics say that could make it harder for people with pre-existing conditions to get insurance.

A week ago, McConnell made a decision to cancel the first two weeks of the Senate's traditional August recess to allow more time for deliberations on the health bill and other issues.
