China Willing to Pay the Price of North Korea Sanctions

The communist state came to Manila for the ASEAN Regional Forum amid a torrent of worldwide criticism over recent tests of intercontinental ballistic missiles which prompted the UN Security Council to adopt a fresh set of crippling sanctions Saturday. North Korea's Rodong Sinmun news website published a scathing commentary dismissing the sanctions as "cooked up by the US", adding that "the USA mainland is on the crossroads of life and death".

Earlier, U.S. Secretary of State Rex Tillerson said new United Nations sanctions targeting North Korea are a "very good outcome".

"We will be monitoring that carefully and certainly having conversations with any and all that we see who may not be fully embracing not just the spirit of those sanctions but the operational execution of those sanctions", Tillerson said.

"Should the USA pounce on the DPRK with military force at last, the DPRK is ready to teach the U.S. a severe lesson with its nuclear strategic force it has so far shown in detail", the North Korean foreign minister added.

There was no direct reaction from North Korea to the remarks but in a statement after the U.S. secretary of state made his comments, Pyongyang responded robustly to the new sanctions by saying it would exact "thousands-fold revenge" on America.

The US fears North Korea may one day use its missiles to deliver a nuclear payload to its west coast.

Noting that sanctions are necessary but not the ultimate goal, the Minister said the measure aimed to bring parties concerned back to the negotiating table so as to seek a peaceful solution to North Korea's nuclear issue and realise denuclearisation as well as lasting peace and stability on the peninsula. He said the North could still carry out further missile tests or a sixth atomic bomb test in the coming months under its broader weapons development timetable.

"We made it clear the launch of the recent intercontinental ballistic rocket was meant to send a warning to the United States", the council said.

The Council voted unanimously on August 5 to impose new sanctions on Pyongyang, targeting exports such as coal, iron, lead, and seafood among others.

North Korea, also known as the Democratic People's Republic of Korea (DPRK), said the Korean Peninsula issue was prompted by the "hostile policy enforced by the United States for more than 70 years against the DPRK".

Tillerson says the US has "other means of communication" open to North Korea if the country wants to express to the USA a desire to talk.

Within the framework of the resolution, the United Nations members would not be available to open joint ventures or cooperative entities with North Korean entities or individuals, as well as not to increase the number of North Korean workers already engaged in the projects on the territories of the member states.

Tillerson did not meet with North Korea's envoy, Ri Yong Ho.

However both the United States and China are known to be actively preparing military options as communist North Korea threatens to abandon its hermit isolation and emerge as an unpredictable and uninvited member of the 9-member "Nuclear Club" of nations with arsenals of nuclear weapons.

"The statement was not borne out of lost friendship but is because of frustration that there seems to be no opening for discussions or dialogue to address the impasse on the issues in the Korean Peninsula", Cayetano told Ri according to a press statement. It was a message emphasizing not only the pressure to denuclearize that has been focus for the Moon administration's North Korea policy, but also its efforts to improve inter-Korean relations and achieve peace on the peninsula.

"It was a good outcome", Tillerson said Sunday about the sanctions. Foreign Minister Wang Yi unleashed harsh words on sensitive topics against South and North Korea, the U.S., and Japan.

The meeting comes as the USA and Asian nations join together to try to step up Pyongyang's economic and diplomatic isolation.
