Catalan mayors defiant over independence vote pressure

Hundreds of mayors from the Spanish region of Catalonia marched through the streets of Barcelona in an act of defiance to the central government's crackdown on the upcoming separatist referendum.

Political tensions in Spain are increasing as the proposed voting date of October 1 nears.

Madrid has pulled out all stops to prevent the Catalan referendum from going forward, including threatening to arrest mayors who facilitate the vote, ordering police to seize any item that could be used for the plebiscite and tightening control over the region's finances. Organizing the referendum will be almost impossible without the cooperation of local municipalities.

"We will not be intimidated".

Fiona Hyslop, Scotland's external affairs secretary, said "all peoples have the right to self-determination and to choose the form of government best suited to their needs".

She pointed to the Edinburgh Agreement, signed in the build-up to the Scottish independence referendum, as to how governments can work together in such circumstances. It is unclear what arrangement was reached.

EU Commission President Jean-Claude Juncker said on Thursday that the bloc will respect the choice of the Catalan people in case it is a "yes" vote in favor of Catalonia's independence.

"The only thing I ask of mayors is that they comply with the law, and as such don't participate in an illegal referendum", Rajoy said. Catalonia's top court has also warned seven newspapers against publishing campaign material.

A number of the mayors under investigation take part in a march to protest against the ruling of the constitutional court ahead of a planned independence referendum in the Catalonia region, in Barcelona, Spain, Saturday, Sept. 16. Budget Minister Cristobal Montoro said on Friday that the central government would take over the funding of most essential public services in the region unless Puigdemont guaranteed public cash was not being used to fund the referendum.
