UN levies new sanctions against N. Korea

A brief statement from the US Mission to the United Nations late Friday said: "This evening, the United States informed the UN Security Council that it intends to call a meeting to vote on a draft resolution to establish additional sanctions on North Korea on Monday, September 11". This comes after North Korea's latest nuclear test. The sale of natural gas will be prohibited and refined petroleum sales will be capped at 2 million barrels annually.

So these are indeed the "strongest" ever against North Korea, as US Ambassador Nikki Haley said.

"Instead of making [the] right choice with rational analysis. the Washington regime finally opted for political, economic and military confrontation, obsessed with the wild dream of reversing the DPRK's development of nuclear force - which has already reached the completion phase".

United Nations diplomats said that a ministerial-level Security Council meeting on North Korea could be held during the high-level debate of the General Assembly starting on September 19.

The ministry stressed that the proposed sanctions were aimed at undermining North Korea's sovereignty to an extreme level, and added that Pyongyang was closely monitoring United States moves.

Monday's decision, triggered by the North's sixth and largest nuclear test this month, was the ninth such resolution unanimously adopted by the 15-member Security Council since 2006 over North Korea's ballistic missile and nuclear programs.

Though the resolution was backed unanimously, the final document was a watered-down version of the original USA proposal following pressure from China and Russian Federation. Following a series of behind-the-scenes negotiations Sunday, diplomats agreed not to ban oil exports into North Korea.

According to the U.S. Energy Information Administration, China supplies most of North Korea's crude oil imports, which a U.S. official put at 4 million barrels a year. So for instance, while the US wanted a total oil embargo, this resolution calls for a cap on oil exports to North Korea, cutting it, Haley says, by about 30 percent.

North Korea's ambassador to the United Nations Han Tae Song lashed out at the UN's latest "illegal and unlawful" sanctions against his country, calling it a "grave challenge to worldwide peace and justice".

French Ambassador Francois Delattre said, "We are facing not a regional but a global threat, not a virtual but an immediate threat, not a serious but an existential threat".

"We have taken an incremental approach, and despite the best of intentions, it has not worked", Haley said.

Trump is likely to make a stop in China in November during his first official visit to Asia and Tillerson was due to hold talks later on Tuesday with China's most senior diplomat, State Councilor Yang Jiechi, at which details of the trip are expected to be discussed, US officials said.
