US Lawmakers, European Nations Scramble to Save Iran Deal From Trump

Former Obama administration officials who played central roles in brokering the Iran nuclear agreement are scheduled to brief congressional Democrats on the merits of the worldwide accord as President Donald Trump prepares to announce a decision that could lead to an unraveling of the pact.

If Congress does not act, however, it would leave the agreement in place.

The nuclear deal was signed during Barack Obama's presidency between Iran and major world powers like the UK, France, Germany, the US, China, Russia and the European Union.

Engel said at the hearing that killing the deal would be a "grave mistake", since it is in place and backed by USA allies and other powers.

Top officials from Trump's national security team, including Defense Secretary James Mattis, have also confirmed that Iran has been technically compliant.

Under the 2015 deal, Tehran agreed to roll back its nuclear program in exchange for relief from wide-ranging oil, trade and financial sanctions that had choked the Iranian economy.

Officials familiar with the internal deliberations as well as informed sources outside the administration say they expect Trump to tell lawmakers that the Iran deal is not in the US national security interest despite Iran's technical compliance.

On the other hand, some argue decertification and the possibility of USA sanctions on Iran might win support from the Europeans.

If Trump does decertify the accord as expected, it would put him at odds with Defense Secretary James Mattis, who last week said Tehran was "fundamentally" in compliance with the agreement and that the US should stick with the pact. Among them were Reps. Those provisions relate to enriching uranium to levels near those needed to produce the fuel for a nuclear weapon, as well as other activities that limit Iran's atomic capabilities at various sites.

Instead, these officials said Trump is more inclined to throw the matter to Congress and push legislators to amend the law that requires the president to certify Iran's compliance every 90 days.

Rosenberg said decertification would effectively open a 60-day window for Congress to consider sanctions on Iran. With many nations seemingly committed to at least trying to keep the deal going with or without U.S. involvement, they see pulling out as simply losing their seat at the table for enforcement of the pact.
