Congress averts government shutdown... for now

Pelosi said she's open to accepting the White House's request for a defense increase, but Democrats will insist on "parity" for the other programs.

"We had a productive conversation on a wide variety of issues".

Senate Majority Leader Mitch McConnell said after returning to the Capitol that while an agreement on spending limits wasn't reached, "We agreed that we want to resolve all of these issues in the next couple of weeks". He blamed Democrats, saying they want "illegal immigrants pouring into our country, bringing with them crime, tremendous amounts of crime".

A government shutdown this weekend would be a potential disaster for Republicans as they race forward with their sweeping tax overhaul, which they hope to complete by Christmas.

Negotiations are sure to be tricky.

Pelosi also told reporters Thursday that lawmakers "will not leave here" without a deal to help immigrants who came to the US illegally as children and are enrolled in the Deferred Action Childhood Arrivals (DACA) program, which Trump ended three months ago.

Meadows said they would help it pass to avoid distractions from the GOP drive to push their treasured $1.5tn tax bill through Congress this month.

The White House has long said the 20 percent corporate rate was a "red line" for President Trump, but Mr. Trump also said recently that figure could rise during the coming negotiations. Though Democrats haven't formally said they will back the legislation, Senate Minority Leader Charles SchumerCharles (Chuck) Ellis SchumerAmerica isn't ready to let Sessions off his leash Schumer celebrates New York Giants firing head coach: "About time" GOP should reject the left's pessimism and the deficit trigger MORE (D-N.Y.) noted on Thursday morning that they are making good progress on budget deal talks.

Last week, the president invited the same group to the White House to discuss a bipartisan budget deal - but Schumer and Pelosi decided not to show.

Democrats, meanwhile, have cast the Republican legislation as a giveaway to the rich and said they're rushing to get it done before the public can dissect what's in it. He called keeping the government running "just basic governing".

U.S. House of Representatives on Thursday passed a two-week stopgap spending bill one day before a deadline to avoid government shutdown. It wants to attach the full-year 2018 defense spending bill to the stopgap spending bill that would keep the rest of the government open only until January.

Republican Rep. Mark Meadows of North Carolina says his group will likely provide leaders with the needed votes.

Jordan and a handful of his fellow Freedom Caucus colleagues gave Republican leadership a scare Monday night when they threatened to vote against sending tax reform legislation to a conference committee.

The House speaker outlined the bill's legislative process and critiqued the current tax code.

"If a shutdown happens as the president seemed to be rooting for earlier in his tweet this year, it will fall on his shoulders", he said on the Senate floor Thursday.

The short-term legislation is created to give bargainers more time to address remaining disputes over spending levels and other issues that have been folded into the year-end mix, including immigration and health care.

Many on both sides have decided a headline-grabbing federal closure would be a political blunder, at least for now. An hour later, the Senate followed suit and passed it on 81-14 vote.

If Trump and the lawmakers can agree on overall budget limits, one option would be to put that into a second short-term spending bill to keep the government open from December 22 into sometime in January.
