The infighting came as Republican congressional leaders labored to demonstrate that they can govern and spare the country the chaos of a government shutdown at Christmas time that likely would not sit well with voters. Two aides familiar with the meeting but not authorized to discuss it publicly said the lawmakers discussed the legislative agenda for weeks ahead.

Conservative leaders met with top House Republicans and said they were seeking a strategy to reduce Democrats' budget leverage by quickly approving a full-year budget for the military.

Without support from many of them, Republicans would need votes from Democrats to push the temporary spending measure through the House, and Democrats have not said what they will do. Earlier this week, the group floated a December 30 expiration date, claiming it would help the GOP's negotiating position.

The Senate approved the $1.4 trillion tax-cut plan on Saturday; the legislation now moves to a House-Senate conference committee. It's not been received well, especially since the House GOP has passed spending bills that have gone unnoticed by the Senate.

GOP leaders do not believe that's realistic since the Senate needs eight Senate Democrats to pass any long-term funding deal. 'They want to have illegal immigrants, in many cases people that we don't want in our country.

Asked if a shutdown would be a distraction, he said, "Of course".
