International Olympic Committee bans Russian Federation from 2018 Winter Olympics over doping scandal

The IOC will invite individual athletes from the country to compete as neutrals at Pyeongchang Games.

Russia's Olympic Committee (ROC) has been banned from the Pyeongchang Winter Olympics next year after the prolonged doping scandal but some athletes will be allowed to compete under the tag of "Olympic Athlete of Russia", the International Olympic Committee said on Tuesday. Hundreds of Russian athletes landed in Rio and they won 56 medals.

Vitaly Mutko, the then minister of sport and now a Russian deputy prime minister, has been banned from any participation in all future Olympic Games.

Reacting to the move Tuesday, Scott Blackmun, CEO of the U.S. Olympic Committee, said, 'The IOC took a strong and principled decision.

He concluded that Russia had engaged in a state-sponsored doping program that covered 30 sports and tainted Russian results between 2012 and 2015, which included both the London Summer Olympics and Sochi Winter Olympics.

This would mean that Russian athletes could compete, but without wearing Russian uniforms, having no Russian iconography, and the country's anthem would not be played should any medals be awarded.

Speaking to Yekaterina Nogerova, whose 6-year-old daughter was skating out on the ice, Lucian says that she says a decision against Russian Federation would be a "catastrophe" for her. Nogerova also said she's upset that the consequences will likely punish athletes and fans, but not people in the government.

In Rio, Russia was allowed to field a team that was one-third the normal size, with the IAAF refusing to allow any Russians to compete.

International Olympic Committee commission chairman Samuel Schmid said the doping program "was under the authority of the Russian sports ministry".

"As an athlete myself, I feel very sorry for all the clean athletes from all NOCs who are suffering from this manipulation [alleged doping]".

The 2018 Winter Olympics will take place in Pyeongchang, South Korea, from February 9 to 25.

In 2016, a WADA report found that more than 1,000 Russian competitors in more than 30 sports had been involved in a conspiracy to hide positive drug tests over a five-year period.

The collective action comes as an International Olympic Committee commission has disqualified 25 Russian athletes from Sochi, resulting in the loss of 11 medals.
