United Kingdom review: Manchester concert attack might have been stopped

"There have been five attacks that have got through - four of which are related to Islamist terrorism", May's official spokesman told reporters after the briefing.

The report by David Anderson QC, Britain's former independent reviewer of terror legislation, reviews a series of terrorist attacks in the United Kingdom this year and stops short of apportioning blame on MI5 and counter terror police for failing to stop four attacks since March.

Around 500 people were injured.

The review by lawyer David Anderson, ordered by Home Secretary Amber Rudd, said the May 22 attack that killed 22 people might have been thwarted "had the cards fallen differently". In retrospect the intelligence can be seen to be highly relevant.

By the end of last month, 557 cases had been confirmed, compared with about 80 cases annually in past years, the department said. Dr Motsoaledi stated 36 people have died due to the disease.

MI5 had plans to revaluate Abedi as a person of interest, but the Manchester attack took place before he was reexamined. This applied particularly to the fact that Abedi could have been stopped at the airport on his return from Libya, but he was not."With the benefit of hindsight, intelligence was misinterpreted in 2017", Anderson said.

Anderson said that MI5 was able to prevent nine terror attacks in Britain this year, and 22 since 2013, but that improvements outlined in the internal reports needed to happen.

The two other attackers who had been on MI5's radar were Khuram Butt, who attacked at London Bridge and Borough Market, and Khalid Masood on Westminster Bridge in June this year.
