Governor Wolf declares opioid epidemic a statewide disaster emergency

Tom Wolf on Wednesday declared Pennsylvania's opioid addiction epidemic a public health emergency and ordered a command center set up to treat the crisis like it would a natural disaster.

"It is automatic when a governor issues a proclamation of emergency, this section of the Law 6107 applies, where it prohibits anyone from carrying a firearm on any public streets or any public property during that emergency", he said.

"These stories are horrific", Wolf said.

"They need to learn the risks", she said.

There are several reclassifications under the declaration.

"In the months to come as they mature their system of coordination, they're going to see more effective programs in the streets of Pennsylvania that will translate into lives saved", he said.

"They are disease, s they are not a moral failing and this disease in Pennsylvania has reached this epidemic proportion", said Dr. Rachel Levine, Pennsylvania's acting secretary of health and physician general.

"The opioid and heroin crisis has rightfully drawn bipartisan attention in Congress and all levels of government, with President Trump having already taken the extraordinary step of declaring a nationwide public health emergency". Wolf said he hopes cooperation and coordinated effort during that time will produce an approach that can succeed in curbing the crisis.

Several regulations will also be waived that officials say will expand access to treatment.

The administration issued a fact sheet Wednesday outlining state efforts, including revamping the drug monitoring program, making naloxone available to all residents who want it, setting prescription guidelines and developing new instruction on opioids at state medical schools.

Wolf said the declaration includes 13 "key initiatives", which include enhancing coordination and data collection, speeding up and expanding access to treatment, changes to rules for EMTs responding to reported overdoses, and expanded roles for nurse practitioners who deal with addicts seeking recovery services, Wolf said Wedesday afternoon.

Wolf's declaration is created to increase access to treatment and save lives.

Like the other states with emergency declarations, Alaska also took steps to give pharmacies permission to dispense naloxone.

The state had 4,642 drug overdose deaths in 2016 and 3,900 were opioid related, according to report cited by The Gazette, conducted by the federal Drug Enforcement Administration and the University of Pittsburgh.

Preliminary figures show 5,260 Pennsylvanians died from drug overdoses in 2017.

Attorney General Josh Shapiro, in a written statement reacting to Wolf's announcement, called it an important step.

We know that this crisis has taken far too many lives. "It will open additional avenues for the state to fight back against this public health crisis." said Governor Wolf.

"We look forward to working with the governor and the Senate to help those in the Commonwealth struggling with addiction", they said.
