House Reauthorizes Surveillance Bill, Ryan Clarifies Trump's Concerns

President Donald Trump sent mixed signals Thursday morning about a controversial law used to collect intelligence on individuals suspected of spying on the United States just hours before the House is slated to vote on reauthorizing it.

As Baier discussed the difference in Trump's tweets with Sandra Smith, he noted that he also noted that the president's statement contained several inaccuracies about the program. In a tweet, he linked the FISA program that his White House supports to the dossier that alleges his campaign had ties to Russian Federation, catching aides and Capitol Hill officials off guard. Ron Wyden, D-Ore., on the left, want to impose a requirement that the Federal Bureau of Investigation go to court and get a warrant every time it wants to search the data for the communications of an American. He spoke on the Senate floor for 10 hours and 30 minutes in 2015 over the National Security Agency surveillance programs authorized under the Patriot Act and he filibustered for almost 13 hours in 2013 to draw attention to the USA drone program.

Following Trump's tweets, House Minority Leader Nancy Pelosi asked Speaker Paul D. Ryan to pull the FISA reauthorization bill from the floor and delay the planned vote, according to a senior Democratic source.

Congress moved Thursday toward renewing a critical intelligence program despite a morning of confusion prompted by President Donald Trump's tweets, in which he appeared to support significant changes that his administration had worked for months to rebuff. "We need it! Get smart!"

That amendment failed Thursday morning in a 183-233 vote.

Section 702 allows the NSA to eavesdrop on vast amounts of digital communications from foreigners living outside the United States through USA companies such as Facebook Inc FB.O , Verizon Communications Inc VZ.N and Alphabet Inc's GOOGL.O Google.

The supermarket group revealed that sales over the festive period grew 4% when compared to the same period in 2016. Tesco's chief executive, Dave Lewis, added that Tesco was "firmly on track to deliver our medium-term ambitions".

"This vote is about foreign surveillance of foreign bad guys on foreign land", Trump said in his second morning tweet on the matter. In fact, on Wednesday evening, the White House Office of the Press Secretary released a statement that "urges the House to... preserve the useful role FISA's Section 702 plays in protecting American lives". "This sweeping authority has been clouded in secrecy, in part because the government refuses to answer essential questions about how it impacts Americans, including who can be targeted and how many American communications the government collects".

Neema Singh Guliani, legislative counsel for the American Civil Liberties Union, said the bill could allow the surveillance law to "improperly target minorities, government critics, and marginalized communities".

Rep. Jerrold Nadler of NY, the senior Democrat on the Judiciary Committee, said the Nunes bill is so "deeply flawed" that it jeopardizes the renewal of the anti-terrorism law altogether.

Section 702 is due to expire next week, though intelligence officials say it could continue until April.

"The Bill of Rights requires that information be gathered under the 4th Amendment with probable cause, and naming the person, naming the papers", Paul said. Despite the fact that Section 702 explicitly prohibits the targeting of U.S. citizens and residents, the government has routinely engaged in these "backdoor searches".

Led by Rep. Justin Amash, the left-right coalition will try to amend the bill Thursday to require a warrant before any of the information collected on Americans can be perused for domestic criminal purposes.
