Brown has been a strong fiscal steward of California's money and this particular budget is no different.

UC also would receive a 3 percent increase to its general fund under the proposed budget. Another $2.3 billion would go to the state's operating reserve fund.

Brown is using some of a projected surplus to speed up the full funding of his 2013 education reform, the Local Control Funding Formula.

Brown's budget proposal also allocated $100 million to fund a new online community college program and funding to cover all tuition and fees for first-time California community college students next year.

While living expenses for students far exceed the cost of attending a community college, Eloy Ortiz Oakley, the chancellor of the California Community Colleges, suggested marketing college as free can have a powerful effect on encouraging students to enroll.

The budget proposed Wednesday by Jerry Brown, California's Democratic governor, pleased leaders of the state's community college system while disappointing their counterparts at the California State University and University of California systems. The online college would provide a new affordable pathway to higher wages through credentials for those who don't now access the California community college system.

Significant adjustments for the community colleges, including an increase of $175 million to support community college districts' transition to a student-focused funding formula and an increase of $60 million available for enrollment growth. The two had requested additional money to add more graduate students.

Many in Mr. Brown's party, which wields the power to raise taxes with two-thirds majorities in both state houses, have pushed for increased spending on social programs as the state has recovered from the last recession.

Brown's budget proposal comes amid federal budget uncertainty. The proposed budget will provide $11,614 per pupil in the next fiscal year, compared with $7,008 in 2011-12. Corporation taxes were 40% higher at $2.47 billion for the month.

Assemblyman Jim Frazier, D-Solano, who is chairman of the Assembly Transportation Committee, is pleased with that particular move. Tom Berryhill (R-Modesto) said in a statement. State officials are in a bit of a wait-and-see mode on the surplus, because part of the boost in December could be from taxpayers making early payments on tax bills they won't be able to deduct in 2018.

The nonpartisan Legislative Analyst's Office said in November that the state was on track to end the 2018-19 fiscal year with $19.3 billion in total reserves.

"California has faced 10 recessions since World War II, and we must prepare for the 11th", he said.

A report by Babson Study Research Group also shows that while distance education has steadily increased over the last 14 years, the number of students studying on campus decreased by 6.4 percent (totalling more than 1 million students) from 2012 to 2016.
