Facebook is rallying as Mark Zuckerberg testifies to Congress

Mark Zuckerberg has told United States senators that his own personal data was passed on to third parties as part of the Cambridge Analytica scandal.

Facebook has since shut off the ability of apps to gather such data, but Mr Zuckerberg said it would take "many months" to complete an audit of other apps to determine if they also improperly used data.

But in a brief moment of relief, Rep. Anna Eshoo (D-CA), who represents California's Palo Alto area, where numerous largest tech companies are headquartered, asked a revelatory question about Zuckerberg's own personal information. We didn't take a broad enough view of our responsibility, and that was a big mistake. Yet Facebook's surveillance is obliquely disclosed in terms-of-service language that, Zuckerberg acknowledged, nearly nobody reads.

"The internet is growing in importance around the world in people's lives and I think that it is inevitable that there will need to be some regulation", Zuckerberg said during testimony before the House Energy and Commerce Committee.

At the hearing on Tuesday that was set up to assess the data scandal that saw millions of users' information being used without their consent, Zuckerberg shot down all suggestions that the networking giant is accessing anything secretly from the users.

Representative Yvette Clarke, a New York Democrat, asked whether a lack of diversity at Facebook left the company blind to Russian attempts to inflame minority groups through bogus postings in 2016.

Discuss creating legislation that unequivocally says users own their data and that makes a "stronger affirmative opt-in requirement" for Facebook.

"This is actually a concern that I have and that I try to root out in the company, is making sure that we do not have any bias in the work that we do, and I think it is a fair concern that people would at least wonder about", replied Zuckerberg.

Zuckerberg said Facebook had been led to believe Cambridge Analytica had deleted the user data it had harvested and that had been "clearly a mistake". Zuckerberg identified Eunoia but said there may have been a couple of others.

Much of the effort was aimed at denigrating Democrat Hillary Clinton and thereby helping Republican Trump, or simply encouraging divisiveness and undercutting faith in the USA system.

Zuckerberg has been under fire for his seemingly robotic tendencies. "We did a bad job with this release, and I apologize for it", he blogged a year later, after launching an ill-fated feature that exposed how users were using third-party apps.

Zuckerberg acknowledged Facebook's slow response to Russia's alleged covert social media campaign of disinformation and fake news during the 2016 election race. It was my mistake, and I'm sorry. Republicans have yet to get behind any such legislation, but that could change.

The company was also one of the principal firms directing Donald Trump's digital strategy during the 2016 U.S. presidential elections. Orrin Hatch, R-Utah, asked Zuckerberg, "How do you sustain a business model in which users don't pay for your service?" "I don't want to vote to have to regulate Facebook, but by God I will".
