Three UNSC resolutions on Syria fail; investigators on way

Russian Federation and the United States tangled on Tuesday at the United Nations over the use of chemical weapons in Syria as Washington and its allies considered whether to strike at president Bashar al-Assad's forces over a suspected poison gas attack last weekend.

The Foreign Secretary said: "Hugely disappointing that Russian Federation vetoed the proposal at the United Nations for an independent investigation into Syrian chemical attacks".

Similarly, a competing draft penned by Russian Federation which would have established the mechanism for one year as well but would have given the Security Council the responsibility to assign accountability for the use of chemical weapons in Syria, was also not adopted.

Russian Federation rejected the findings on Syria's culpability and vetoed a Western-backed resolution in November that would have renewed the U.N. -OPCW Joint Investigative Mechanism, or JIM.

"We once more underscore that any evacuation of civilians must be safe, voluntary, and in strict accordance with protection standards under global humanitarian and human rights law", said the spokesman.

"It is clear that the provocation step has nothing to do with a desire to investigate what happened".

Tass in a news story out of the northern Syria city of Homs quoted lawmaker Dmitry Sablin refuting reports that Assad may have fled Syria.

Both Trump and his defense secretary Jim Mattis abruptly canceled upcoming travel plans, as the USS Donald Cook - a guided-missile destroyer - moved to within striking range of Syria.

The watchdog said it has requested the Syrian government to make the necessary arrangements for such a deployment.

U.S. President Donald Trump blamed the suspected attack on Syrian government forces and has threatened to respond militarily, tweeting on Wednesday that missiles "will be coming".

In the meantime, the worldwide chemical weapons watchdog, the Organization for the Prohibition of Chemical Weapons, said it will send a fact-finding mission to Douma to investigate the reported attack.

One US official told CNN that the White House will most likely coordinate with France on a potential response, as there are concerns Prime Minister May wouldn't receive approval from the UK Parliament for strikes.
