Congress said it was the single-largest party in Goa, Manipur and Meghalaya but was not invited to form government and demanded that Assemblies in those states be dissolved.

The RJD has now asked the Governor to invite them to form the new government in the state.

In the Manipur poll held previous year, the Congress had won 28 seats in the 60-member House and the BJP 21. The combine of the Congress and the JD-S had staked its claim to forming a government by citing the support of 117 MLAs.

Imphal correspondent adds: Former Congress chief minister of Manipur, O Ibobi Singh, Thursday said that his party would be staking claim before Governor Friday. "The precedent is there to follow, right?" he tweeted.
